Where is Penn South located?

​Penn South is located in the Chelsea community of Manhattan. The buildings are between Eighth and Ninth avenues and span from 23rd to 29th Streets.
What kind of cooperative is Penn South?

​Penn South is a limited equity co-op maintained under the supervision of the New York City Department of Housing Preservation & Development (HPD). We receive a substantial tax abatement in exchange for providing affordable apartments for moderate-income residents. There is no profit on the sale of apartments; when cooperators leave Penn South, they are entitled to a return of the equity that they paid, plus assessments and amortization after moving in (less damages or unpaid fees, if any). The prohibition on profiting on the resale of apartments is what allows Penn South to continue offering moderately priced apartments to qualified people on our waiting lists.
How many units are there in Penn South? Describe the buildings.

There are 2,820 units in the complex, and close to 5,000 residents. Each of the 15 buildings has 21 floors of residential apartments with two elevators. Laundry room facilities are located on the ground floor of each building. We also have our own co-generation power plant that provides electricity, heat from October through May, and air-cooling during the summer months.

The breakdown of apartment sizes are as follows:
  • Studio apartments: 375
  • 1-bedroom apartments: 1,371
  • 2-bedroom apartments: 864
  • 3-bedroom apartments: 210
How can I join the waiting lists for an apartment in Penn South?

Currently, the waiting lists for all apartment sizes are closed.

The waiting list for studio, one-bedroom, and two-bedroom apartments at Penn South (Mutual Redevelopment Houses, Inc.) was last opened for a brief period in June 2019 through a lottery supervised by the City of New York. Advertisements announcing the opening of the lottery were placed in major newspapers, and on the Michell-Lama Connect website, part of NYC Housing Connect, an affordable housing marketplace run by the City's Department of Housing Preservation and Development (HPD). New Yorkers can sign up to NYC Housing Connect at at any point to view and apply for affordable housing opportunities throughout the city.

 A limited number of applicants were selected by HPD at random during the last lottery. Prior to the 2019 lottery, our waiting lists were opened in 2014. We aim to re-open the waiting lists every 4-7 years. No one can say with certainty exactly when the waiting lists will re-open. As we reach the bottom of the current waiting lists we will prepare to hold another lottery. You can check this website for updates, and sign up to NYC Housing Connect.
